2 tier latex balloon mini-column base with 2 helium filled foil balloon numbers attached
 
Plus staggered underneath the numbers will be 4 x 20" helium filled foil star balloons
 - the stars will be colour co-ordinated with the colours chosen for the balloon base
 
The latex balloon base can be made up using standard, pearl, metallic, chrome or reflex balloons or a combination of all!
